USM-H funding to be decided in conference

ANNAPOLIS — Opposing views on the best funding plan and future for the University System of Maryland at Hagerstown will be reconciled by a group of lawmakers next week.

The Senate on Thursday adopted its version of the fiscal year 2010 operating budget, which includes a 1 percent increase in funding for USM-H.

The fiscal year 2010 budget adopted by the House includes reducing USM-H’s $2 million budget by $500,000 and reducing funding over the next four years to $172,000 — the amount the center would receive if it were a non-USM center.

It also includes an amendment proposed by Del. LeRoy E. Myers Jr., R-Allegany/Washington, to create a task force to study the center’s viability.

The budget adopted Thursday by the Senate does not include Myers’ amendment.

Since the House and Senate have approved different versions of the budget, a compromise will need to be reached in conference. A decision is expected to be made over the weekend.

Conference committee assignments have not yet been made, but when a similar cut was proposed to USM-H’s funding last year, Sen. Donald F. Munson, R-Washington, was a member of the group that reached a compromise to restore most of the center’s funding.

Del. John P. Donoghue, D-Washington, said it is likely Munson will be part of the conference again this year.

“He’ll be our fighter for that,” Donoghue said of Munson.
